The House of Lords can have a useful function. The Second Chamber scrutinises legislation and Treaties and can also providing a check to ensure that the United Kingdom upholds good constitutional principles. But its composition does not fully match these functions – although it does contain a lot of experts who can be good at scrutinising legislation. It is hard to predict whether it will be reformed in the future. The reform of the House of Lords has been going on since at least 1911!
